Commissioner Gary Bettman is non-committal on the expansion subject, even though Ottawa owner Eugene Melnyk said Sunday European expansion is "going to happen."
"It's not on the drawing board," Bettman said.
Melnyk disagrees.
"(Expansion is) a question of time, a question of how we can set up a schedule," Melnyk said.
